Net Charger Chat is a chat network which was originaly being developed for Visibility Zero as Elvin Rule Chat for their last project Elvin Rule, which was sadly canceled.

You currently can't download Elvin Rule Chat, because it is mid-way through development, and much needs to be done.
However, every now and then we hold a public test of Elvin Rule Chat where everyone is welcome to come, these tests help us to make sure the network is stable, and find and destroy any bugs that may have popped up.
There is current no set date for the next test, but when there is it will be put here, and announced on our front page.
